Delegate McGeehan moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 4010 -- “A BILL to amend the Code of West Virginia, 1931, as amended, by adding a new section designated §31-15-23b, relating to providing a statutory program for providing financial assistance to economic development across the State of West Virginia; creating the airport hangar grant program; directing funds be transferred to a new sub-fund of the Economic Development Project Fund; authorizing use of funds in the West Virginia Economic Growth Fund be used for certain purposes depending on a tiered bifurcation of the fund; directing the Economic Development Authority to establish the Airport Hangar Grant Program; setting minimum airport and hangar size requirements to receive grants; setting preferences for grant applicants; setting application requirements; permitting Economic Development Authority to cooperate with other state agencies and political subdivisions; and setting reporting requirements.”
